No. Your contacts file is read and cleaned inside your browser. Nothing is sent to a server, and nothing about your contacts is saved to your account or history.
Sign in at icloud.com, open Contacts, press Ctrl/Cmd+A to select everyone, click the gear icon and choose Export vCard. Upload that .vcf file here.
Open contacts.google.com, choose Export in the sidebar, pick all contacts and the vCard (.vcf) format. A Google CSV file works too.
Contacts that share a phone number (however it is formatted) or an email address are grouped together. Cards with the same name but nothing else in common are shown separately and left unticked, because they might be two different people.
Your original file is never changed. You download a new cleaned file and import it when you are ready. Keep your original as a backup until you are happy with the result.
A website cannot reach into your phone’s contacts. Instead you download the cleaned file, then import it into iCloud or Google Contacts after removing the old entries. The page explains the steps.
